I believe there are three main reasons why Xi Jinping has been able to commit his abuses with such impunity:
1. an entrenched totalitarian system has taken shape, where institutionalized fear allows power to expand without limits.
2. the vast majority of Chinese people, crushed by repression and brainwashing, have been silenced into submission.
3. the fragmentation of the international community—especially after Trump came to power—has given tyranny the room to breathe.
