The corruption of power is often rooted in officials' selfish desires and selfish mentality. Many policemen in Shangqiu, Henan arrested innocent people across districts, the mayor and the secretary of the CCP in Shangqiu covered up. This may be due to the consideration of personal or group interests, or it may be out of some kind of interest exchange, or it may be because the illegal arrest incident involved people have some kind of special relationship with the government. This kind of selfish desire leads to the passive abandonment of the principle of justice and provides the soil for power corruption.
