I really don't see what's so impressive about it—isn't this just Xi Jinping quietly throwing money around to buy influence? Xi Jinping, a shameless, despicable, utterly brazen tyrant, has looted countless resources from the Chinese people. To feed his pathological vanity, he would rather hand money to foreigners than to the very people he rules over.
