Twenty Questions for Mr. Xi Jinping: Is Your Leadership in the Anti-Corruption Campaign Genuine?

Mr. Xi Jinping,

I hereby express my deep concern and thoughts regarding your leadership over China in the past decade.

During your tenure holding the highest power in China, the anti-corruption campaign you led has attracted global attention. Your slogan of "fighting both tigers and flies" to promote an anti-corruption campaign without boundaries initially seemed to offer a glimmer of hope. However, as time has passed, some have begun to doubt whether this so-called anti-corruption campaign is truly as you claim, a fair and thorough movement to cleanse corruption.

Some believe that your anti-corruption campaign is, in reality, a selective struggle, more like a means to eliminate dissidents in the process of centralization of power. Many officials only need to please their superiors and align themselves with the correct faction to avoid implication; conversely, if they get involved in something suspicious or choose the wrong side, they could easily become sacrificial lambs in the anti-corruption drive. If this is indeed the case, using anti-corruption as a means under the guise of fighting corruption raises doubts about the true purpose of the entire campaign.

What is even more concerning is that grassroots officials in certain regions and industries, while chasing after achievements and cooperating with superiors, disregard the lives of the common people. Throughout the anti-corruption struggle, substantive solutions to people's livelihood issues are rarely addressed. Issues such as social fairness and the rule of law continue to plague the people, and these problems are closely related to corruption.

There are too many reports online, and as I am not a direct participant in those events, I cannot verify their authenticity, so I cannot comment on them. Now, I will share my personal experiences, which are somewhat representative:

1. Firstly, let's talk about the definition of corruption: Generally, it refers to political and social problems caused by the improper conduct and behavior of public officials arising from economic and social development. Corruption can seriously undermine national security, lead to social moral decay, indifference in interpersonal relationships, and the emergence of phenomena such as officials protecting each other, bureaucracy, and extravagance. At the societal level, corruption can exacerbate social contradictions, wealth disparity, and expose social problems. This paragraph is from Baidu Baike, do you agree?

2. Because my car was stolen, I reported it to the police (Xincheng Police Station, Suiyang District, Shangqiu City, Henan Province). After the legal deadline passed, the police (Case Review Team Four, responsible for Chen Xiaodong) still did not handle it. They didn't answer my calls multiple times, nor replied to my messages. Does this constitute a violation of the law or regulations?

3. Because I questioned the police's illegality, I posted a video titled "My Doubts - To the Suiyang District Public Security Bureau of Shangqiu City" on Douyin and Kwai platforms. Each query in it was accompanied by specific legal basis. Does this fall under freedom of speech?

4. On the night I posted my queries, several plainclothes police officers, driving private cars, arrested me across districts late at night without showing police credentials or explaining the reasons. Is this procedure illegal? Does unauthorized cross-district arrest exceed authority? Shouldn't they provide me with procedures or reasons for my arrest?

5. When arresting me, they left my 11-year-old child alone at home late at night. Is this heartless?

6. At the police station, the police physically punished me, insulted my dignity, forcibly invaded my phone, deleted evidence, and detained me. Is this illegal?

7. The police (Xincheng Police Station Director Yang Jingtao) privately contacted my relatives and friends, asking me not to stir up trouble because of this matter. Does this indicate guilt? By privately contacting my relatives and informing them of this matter, did they infringe on my privacy? Was ordering me to delete posts illegal?

8. After catching the thief, they protected the thief in every possible way citing the thief's age of over 70, and did not compensate. Is this illegal?

9. I repeatedly requested the police station to provide the procedures for arresting me, but they ignored it. Is this illegal?

10. I wrote a letter to Tan Zhenqi, the director of the Suiyang District Public Security Bureau of Shangqiu City, Henan Province, requesting the procedures for arresting me, but he threatened to arrest me again. Is this illegal?

11. I submitted a report to the director of the Henan Province Shangqiu City Public Security Bureau through the mailbox, and the report included the director of the Suiyang District Public Security Bureau, Tan Zhenqi. Without contacting me, 47 days later, it was the Suiyang District Public Security Bureau that replied, and it indicated that some of the allegations were true, implying that some were not. Is this illegal or against regulations?

12. I submitted a report to the mayor's mailbox of the Suiyang District of Shangqiu City, Henan Province, naming several leaders of units: Sun Jingquan, the First Secretary of the CCP in Suiyang District, Li Changdong, the Mayor in Suiyang District, Xin Yongli, the Secretary of the Suiyang District Discipline Inspection Commission, and Ma Nanhuai, the Procurator-general of the Suiyang District Procuratorate. There has been no response. Is this considered administrative inaction?

13. I specifically wrote a report and sent it to the First Secretary Li Guosheng of the CCP in Shangqiu, and the Mayor Bai Xiangyang in Shangqiu, through international express delivery, but there has been no reply. Is this considered administrative inaction?

14. I submitted reports to 12309, 12337, 12388, and 12389. Is this considered administrative inaction?

15. On August 1, 2023, all my social media accounts in China were silenced, which violates freedom of speech.

16. Faced with threats from local governments and police, in order to pursue justice and uphold the rule of law, I was forced to leave my homeland, leaving me with no country to return to and no home to go back to. Does this constitute persecution?

17. During my exile, someone tracked me abroad. Does this violate international treaties?

18. On October 8, 2023, I had to take emergency measures and changed my original flight to leave ten days earlier, evading pursuit. Five hours after the plane landed, my father suffered a fracture, and my son was bitten by the assailant. Is this retaliatory behavior? My father's injury was classified as a second-degree minor injury, and my son's injury was classified as a minor injury, yet the assailant remains at large, are the local government or police acting illegally?

19. I originally lived in Liangyuan District, Shangqiu City, Henan Province. The police from the Suiyang District arrested me, and my father and son were injured by someone in Yucheng County. The superiors of these three districts and county are the Shangqiu Committee of the CCP and the Shangqiu Government. Whether it's the injuries to my father and son or the inaction of so many officials in Shangqiu, should Li Guosheng, the First Secretary of the CCP in Shangqiu, and the Mayor of Shangqiu, Bai Xiangyang, bear legal or political responsibility?

20. I used to be a software engineer, interested in law, self-studied law, believed in the rule of law, and even produced several legal lecture videos. With some understanding of the law, I have escalated my complaints, but they have been ignored at every level. If ordinary people who have no understanding of the law encounter similar situations, they will have no recourse! My personal experience, coupled with the illegal records of various governments across China, tells me that this country fundamentally lacks the rule of law; there is only politics. Given the current situation, Mr. Xi Jinping, don't you bear responsibility?

I know very well that by publishing this article, the issue is no longer about threats and pursuit against me, but about my life threats. I have experienced too much in my life and have seen through life and death. By following my heart, I have no regrets.

The people are not afraid of death, how can death be feared!

Xi Jinping needs to take responsibility for this and should resign!

I have reported the illegal and disciplinary bureaucratic group led by Li Guosheng, the Secretary of the CCP in Shangqiu city, Henan Province, and the Mayor Bai Xiangyang from the grassroots level to the highest level in accordance with the law. Xi Jinping, where is your anti-corruption campaign in the regime you lead?
