Jiang Yanjun, the county governor of Yucheng County in Henan Province, is a bureaucrat who wears the halo of a “public servant” but is stained with the blood and filth of corruption. Faced with the egregious actions of the Yucheng County Public Security Bureau, which trampled on the law and persecuted the innocent, Jiang Yanjun not only turned a blind eye but actively condoned and protected these illegal acts. He is a classic example of someone who knows the law but breaks it. 

In my case, I was illegally arrested, interrogated, and detained by the Xincheng Police Station in Suoyang District, Shangqiu City, on February 17, 2023, for questioning the unlawful actions of the police. This led to my forced exile abroad. On November 11, 2024, my family member was illegally placed under exit ban by the Yucheng County Public Security Bureau, obstructing his departure from China. This blatant and retaliatory persecution is appalling, yet Jiang Yanjun, as the county governor of Yucheng County, turned a blind eye, fully exposing his corrupt nature of ignoring the law and aiding the perpetrators.

Knowing the Law but Breaking It: The Law Is Just Scrap Paper to Him

Article 37 of the Constitution of the People's Republic of China clearly states that citizens' personal freedom shall not be infringed upon illegally. However, under the leadership of Director Jia Tao, the Yucheng County Public Security Bureau openly placed my family member under illegal exit ban, with neither legal documentation nor valid reasons, directly trampling on citizens' fundamental rights. Even more absurdly, this form of collective punishment directly violates Article 33 of the Constitution, which guarantees citizens' equality under the law. It revives the feudal "joint punishment" from the Qin Dynasty over two thousand years ago. 

As the county governor, Jiang Yanjun cannot be unaware of these legal provisions, yet he chose to ignore them and allowed his subordinates to act unlawfully. This is a clear example of knowing the law but breaking it, a brazen mockery of the rule of law.

As the highest authority in Yucheng County, Jiang Yanjun should have been a defender of the law, but instead, he became a protector of lawbreakers. The wrongdoing of the Yucheng County Public Security Bureau is clearly not an isolated incident but the result of collusion with the Suoyang District Public Security Bureau in Shangqiu City. Whether he knew and remained silent or secretly instructed and condoned such acts, either way, it proves that Jiang Yanjun has completely cast aside the law, using power for personal gain and doing as he pleases.

Knowing the Law but Not Enforcing It: Indulging Evil Police, Bringing Chaos to the Region

The Administrative Supervision Law clearly requires public officials to supervise and correct illegal actions by subordinate units. However, when faced with the numerous crimes of the Yucheng County Public Security Bureau—ranging from illegal exit ban to cross-regional persecution—Jiang Yanjun not only failed to hold anyone accountable but also used silence and inaction to protect these corrupt police officers. His indifference is not a sign of incompetence but of undeniable corruption; his failure to act is not a mere neglect of duty but a deliberate collusion in breaking the law.

How could a county governor who is unwilling to safeguard citizens' right to travel abroad have any face to stand before the people of Yucheng County? I was forced into exile abroad, and my family members were innocently dragged into this mess. All of this tragedy has Jiang Yanjun's indulgence written all over it. He is not fulfilling his duties but aiding evil; he is not serving the public but committing crimes. The bullying actions of the Yucheng County Public Security Bureau are a direct result of his failure to enforce the law, and such a county governor is a disgrace to the people.

Knowing the Law but Distorting It: Deeply Corrupt, an Enemy of the People

What is even more infuriating is that behind Jiang Yanjun's knowing disregard for the law is a blatant case of favoring the corrupt. My illegal arrest involved the protection of high-ranking officials in Suiyang District, Shangqiu City, and the illegal exit ban by the Yucheng County Public Security Bureau are clearly the result of collusion between various levels of government. As the county governor, if Jiang Yanjun is not directly benefiting from this, then he must be bowing to the pressure of higher authorities, choosing to join in the corruption. His silence is not an innocent oversight but a criminal act of tolerating evil; his inaction is not ignorance but deliberate indulgence.

Article 399 of the Criminal Law stipulates that those who pervert the law for personal gain should be severely punished. Jiang Yanjun’s actions have clearly crossed this line. If he had any conscience, he would have stood up, exposed the crimes of the Yucheng County Public Security Bureau, and brought criminals like Jia Tao to justice. But he chose to ally himself with these scoundrels, continuing to harm the people and oppress the public. His existence is an insult to the dignity of the law and a trampling of the people’s suffering.

Jiang Yanjun: A Loyal Henchman of Xi Jinping’s Tyranny

Jiang Yanjun’s knowing disregard for the law is a testament to the lie of Xi Jinping’s “rule of law.” In this so-called “New Era of Xi Jinping,” the law is merely a tool for power, and justice is merely a backdrop for corruption. Xi Jinping relies on officials like Jiang Yanjun to weave a web of oppression over the people, and the people are nothing more than prey in their authoritarian regime. The misconduct of the Yucheng County Public Security Bureau is just the tip of the iceberg of political corruption in China, and Jiang Yanjun is the most filthy and shameless piece of that iceberg.

Conclusion: Such a County Governor Must Step Down!

Jiang Yanjun, this county governor who knows the law but breaks it, has no right to remain in power in Yucheng County. You have indulged the Yucheng County Public Security Bureau in persecuting the innocent, shielded lawbreaking police officers, and every moment of silence from you is a betrayal of the people; every instance of inaction is a desecration of the law. You are not a county governor, you are an accomplice to tyranny; you are not a public servant but an enemy of the people. A corrupt official who survives by breaking the law is unwanted by the people, and history will not forgive you! Your corruption and shame will ultimately be nailed to the pillar of disgrace in history!
