In the Face of UNHCR's Inaction, Cold-bloodedness, and Collusion with Authoritarian Regimes, the World Must Act Now to Completely Reform the UNHCR

The following is my personal experience.

I. Persecution by the Chinese Communist Party (CCP):
1. I engaged in human rights activities in China and was illegally detained and subjected to inhumane treatment for questioning police misconduct.
2. After my release, I wrote to higher authorities seeking a written explanation for my detention, which resulted in threats of a second arrest.
3. I cannot pursue legal action as any resistance would lead to immediate re-arrest.
4. I was forced to flee abroad, causing my young child to drop out of school.

II. Threats Faced While in Exile:
1. I believed I would be safe overseas, but dangers followed me.
2. I was stalked multiple times in Malaysia.
3. In Medan, Indonesia, I was followed by several people. Just five hours after fleeing Medan to Bangkok on October 8, 2023, the CCP, in a fit of rage, broke my father's arm and bit my son's arm back in China.
4. Due to my staunch opposition to the CCP, they continue to harass and threaten my relatives and friends in China.

III. UNHCR's Collusion with the CCP in Persecuting Dissidents:
1. I submitted a refugee application to the UNHCR Thailand Office on October 9, 2023, with my child.
2. During the registration interview on November 9, 2023, the staff promised to expedite my RSD certification, but there has been no further communication, but due to the CCP intervention.
3. During the registration interview, I mentioned being intercepted by the CCP agents at the UNHCR Thailand Office and requested to retrieve the surveillance footage and report the incident, but they remained indifferent. The interview was fully recorded and can serve as evidence.
4. Immediately after the registration interview, I sent the "Refugee Application" to the UNHCR Thailand Office, detailing the interception by the CCP agents. This document can also serve as evidence.
5. Since submitting my refugee application over eight months ago, I have sent 22 emails pleading for an RSD interview to the UNHCR Thailand Office. Initially, they responded dismissively, but they eventually stopped replying altogether.

IV. The UNHCR's Complaint Mechanism is a Mere Formality:
1. Since December 27, 2023, I have sent more than ten complaint emails to the UNHCR Inspector General’s Office regarding its corruption and collusion with the CCP. On March 21, 2024, they confirmed an investigation was underway, but after more than two months, there has been no update.
2. I repeatedly reported these issues to Hai Kyung Jun, UNHCR's Asia-Pacific Regional Director, via social media (X), but she blocked my account.
3. Similarly, I reported to Filippo Grandi, UN High Commissioner for Refugees, via social media (X), but he also blocked my account.
4. They collude with authoritarian regimes, ignore refugees, reject suggestions and complaints, and suppress dissenters, acting more like an authoritarian regime themselves.

V. Refugees Suffering in Agony:
1. A Chinese refugee living in Thailand for eight years still hasn’t been resettled.
2. A recently exiled Chinese refugee, fleeing  the CCP dictatorship, was detained by immigration police in Thailand and denied bail, with no response from the UNHCR.
3. Shockingly, a Chinese refugee has been detained since 2003, for 21 years.
4. My child has been out of school for a year, and the UNHCR turns a blind eye.
5. This is the UNHCR under Filippo Grandi’s leadership!

VI. The UNHCR Has Essentially Become a Mafia:
1. I’ve interacted with refugees from various countries living in Thailand, and the general consensus is that genuine political refugees struggle to get recognition.
2. Reporting to anyone or any department within the UNHCR is futile; they simply do not respond.
3. It's nearly impossible to get refugee status through normal channels. However, if you have internal relations, your situation greatly improves.
4. Refugees have no effective way to report UNHCR's illegal actions.

VII. UNHCR's Illegal Activities Impact Immigration Systems Worldwide:
1. Many refugees I’ve met initially hoped to obtain safe asylum through legal channels, but after witnessing UNHCR’s misconduct, many chose to resort to illegal immigration.
2. Even among the few refugees like myself who are still waiting, most have lost hope in the UNHCR.
3. My child cannot attend school, and we are constantly in danger. I don’t know how much longer I can hold on.

VIII. Eradicating Corruption in the UNHCR:
1. Dismiss the incompetent Filippo Grandi.
2. Establish a fair complaint handling system.
3. Improve the reward and punishment mechanisms.

IX. Appeal to Democratic Countries of the Free World:
1. I hope that governments, leaders, and parliamentarians from various countries, leveraging their national and personal influence, can join with other democratic nations of the free world to thoroughly reform the UNHCR by replacing the incompetent and corrupt UNHCR leader, Filippo Grandi, for the benefit of millions of refugees worldwide.
2. A clean and efficient UNHCR can promote legal and orderly migration.
3. An UNHCR free of corruption can exemplify global freedom and democracy.
4. A thoroughly reformed UNHCR would benefit all countries around the world.

Xi Jinping needs to take responsibility for this and should resign!

I have reported the illegal and disciplinary bureaucratic group led by Li Guosheng, the Secretary of the CCP in Shangqiu city, Henan Province, and the Mayor Bai Xiangyang from the grassroots level to the highest level in accordance with the law. Xi Jinping, where is your anti-corruption campaign in the regime you lead?
