An Open Letter to Li Xiangyu, the First Secretary of the Shangqiu Municipal Committee of the Chinese Communist Party (CCP), Henan Province

Hello! I am Lyu Zhanqiu.  

Originally, I didn't intend to write to you, but after some consideration, I decided to go through this "procedure" anyway. Although my previous letters to the former first Secretary Li Guosheng of Shangqiu Municipal Committee of the CCP, Henan Province and the Mayor Bai Xiangyang vanished without a trace, I believe that formalities must still be observed, even if just to leave a public record. This letter is being published as an open letter for all to see.  

On February 17, 2023, I questioned the unlawful actions of the police and was subsequently illegally arrested, interrogated, searched, detained, and threatened by four police officers led by Yang Jingtao, the head of Xincheng Police Station in Suiyang District, and Chen Xiaodong, the leader of the Fourth Case Review Team. This forced me into exile overseas. According to the CCP's disciplinary rules and Chinese law, these four officers have already committed crimes and should have been dismissed from their posts and sentenced to at least three years in prison. However, due to the protection of Tan Zhenqi, the Chief of the Suiyang District Public Security Bureau; Sun Jingquan, the first Secretary of Suiyang District Committee of the CCP; Li Changdong, the Mayor of Suiyang District; Xin Yongli, the first Secretary of the Suiyang District Discipline Inspection Commission; Ma Nanhua, the Chief prosecutor of the Suiyang District Procuratorate; Huang Jiheng, the Chief of the Shangqiu Public Security Bureau; Bai Xiangyang, the Mayor of Shangqiu; and Li Guosheng, the former Secretary of Shangqiu Municipal Committee of the CCP, these corrupt individuals continue to enjoy their privileged positions without any accountability. This is not just a mockery of the law — it is a blatant insult to justice!  

Even more absurdly, on November 11, 2024, my son, while lawfully traveling from Shanghai Pudong International Airport to Thailand, was stopped by customs due to an illegal exit ban order issued by the Public Security Bureau of Yucheng County. I sent an open letter to the first Secretary He Yudong of the Yucheng County Committee of the CCP, but received no response. I also publicly exposed the dereliction of duty and indulgence of Yucheng County Magistrate Jiang Yanjun and Yucheng County Public Security Bureau Director Jia Tao, but still received no acknowledgment. Such blatant collective punishment is a resurgence of the tyrannical practices of two thousand years ago in this so-called "New Era" of Xi Jinping — an outrage!  

Both Suiyang District and Yucheng County fall under your jurisdiction. Although they are equivalent administrative divisions, they collude with each other, shamelessly abusing their power to oppress me and my family, disregarding the law and any sense of justice. Are they simply too brazen, or are you and your superiors willfully turning a blind eye?  

I'm writing to you today not because I hold any expectations, but to see whether you will stand on the side of justice or corruption in this battle. These facts are more than sufficient for an investigation. If you truly care, there is no need for me to write more; if you don't, then writing more is pointless. Perhaps you may use the excuse of "never receiving" this letter to evade responsibility, but we all know that the CCP's media surveillance is omnipresent, even extending to overseas media. Can you really pretend not to see this?  

You have one week to respond. If you choose to ignore this, during the upcoming holiday in two weeks, I will be out in public with a sign, and I hope your “handsome” face won't be on it. Additionally, this week I will be discussing the first Secretary of the Yucheng County Committee of the CCP online, perhaps next week, it will be your turn.

Xi Jinping needs to take responsibility for this and should resign!

I have reported the illegal and disciplinary bureaucratic group led by Li Guosheng, the former Secretary of the CCP Shangqiu Municipal Committee, Henan Province, and the Mayor Bai Xiangyang from the grassroots level to the highest level in accordance with the law. Xi Jinping, where is your anti-corruption campaign in the regime you lead?
