The power struggles within the Chinese Communist Party (CCP) are all conducted behind closed doors, and those investigated are often just on the wrong side of the factional divide.
The former secretary Li Guosheng of the CCP in Shangqiu, Henan, and the current mayor Bai Xiangyang, lead a group of corrupt officials who openly and illegally persecute the people. Yet, they continue to enjoy smooth political careers.
Why aren’t they being investigated? Is it simply because they have aligned themselves correctly with their superiors?
