I am a Chinese citizen who was forced into exile abroad for exercising my basic legal rights. Since February 17, 2023, after I questioned the illegal actions of the public security authorities in Suiyang District, Shangqiu City, Henan Province, I was illegally arrested, interrogated, body searched, and detained, even facing threats to my personal safety. Under Xi Jinping's so-called banner of "governing the country according to law", my legitimate rights have been trampled on at will. I am here to expose the mafia-style collaboration within the Henan Province political system, with a focus on the coordinating and leading role played by the first Secretary Li Xiangyu of the CCP of Shangqiu Municipal Committee, Henan Province.
1. The Starting Point of the Persecution: The Xincheng Police Station Incident in Suiyang District, Shangqiu City, Henan Province
On February 17, 2023, I was illegally detained and interrogated by four individuals—Yang Jingtao, Director of the Xincheng Police Station, and Chen Xiaodong, Leader of the Fourth Case Review Team, among others—simply for reasonably questioning the police's unlawful actions. These actions blatantly violated China's current laws and completely trampled on the so-called "Party discipline and state law" touted by the Chinese Communist Party. According to China's Criminal Law and People's Police Law, these four individuals had already committed crimes and should be held accountable, sentenced, and dismissed from public office.
However, the development of the case revealed a deeper black hole. With the protection of figures like the director Tan Zhenqi of the Suiyang District Public Security Bureau, and the first Secretary Sun Jingquan of the CCP, Suiyang District, and Shangqiu Mayor Bai Xiangyang, and the former first Secretary Li Guosheng of the CCP of Shangqiu Municipal Committee and others, these law-breaking officers were not only left unpunished but continued to hold high positions and enjoy privileges. This is clearly not an isolated issue but a vicious cycle of mutual shielding and protection within the system.
2. Escalation: Collective Punishment of My Family
What pains and enrages me even more is that when their persecution could no longer suppress me, they extended their vicious tactics to my family. On November 11, 2024, while my son was attempting to travel to Thailand from Shanghai Pudong Airport, he was intercepted by customs due to an illegal exit ban imposed by the Yucheng County Public Security Bureau. Multiple attempts to have this restriction lifted were met with silence and no response.
Jia Tao, the director of the Yucheng County Public Security Bureau, bears direct responsibility for this, while Yucheng County Governor Jiang Yanjun not only failed to handle Jiatao's dereliction of duty but continued to cover for and protect him. A letter sent to He Yudong, the first Secretary of the CCP of Yucheng County, and my open letter published online received no reply either.
At this point, I realized that this is no longer a problem confined to one county or district. It is a systemic, coordinated form of political suppression. This is not "rule of law"—it is a blatant political purge and collective punishment of families, a modern-day mafia-style system of rule.
3. The Role of Li Xiangyu: Coordinator and Promoter of Systematic Persecution
Li Xiangyu's role in the entire ordeal is especially significant. As the first Secretary of the CCP of Shangqiu Municipal Committee, he is supposed to represent the interests of the people and uphold justice. Instead, he chose to fully inherit the power structure left behind by the former first Secretary Li Guosheng of the CCP, Shangqiu Municipal Committee and even adopted more ruthless methods.
He is not merely turning a blind eye—he is deeply involved and actively coordinating. Rather than halting the persecution by the Suiyang District authorities, he escalated the pressure, bringing Yucheng County into the purge mechanism, engaging in cross-regional cooperation—a so-called "coordinated offensive". This cross-district suppression demonstrates that he has treated the persecution of me and my family as a systematic political task.
Under Li Xiangyu's direction, the police not only illegally restricted my family's movement but also imposed social punishments—causing them to lose their jobs and livelihoods—in an attempt to force me into silence. At its core, this is a "hostage policy", using family as a weapon for political retaliation.
4. Law as a Tool of Rule, Public Power Reduced to a Mafia Syndicate
What Li Xiangyu and his associates operate is no longer a government machine meant to serve the people, but a political repression system cloaked in the guise of "rule of law". Their so-called "law-based governance" is nothing more than an excuse—a set of tools they interpret and manipulate at will. When dealing with the public, they weaponize legal articles for oppression. But when it involves themselves or their cronies, they blatantly ignore rules, shielding and protecting each other.
This is the most ironic and darkest reality of China's contemporary political system. Law has become a prop for the privileged and a cover for bureaucratic groups, while peoples who truly obey the law and act ethically are seen as "troublemakers" or "hostile elements."
5. Systemic Illness and Civil Resistance
The reason Li Xiangyu and the system behind him can so brazenly persecute people lies in a deep-rooted, systemic illness—a top-down mafia-style power operation, with the brutal dictator Xi Jinping as the godfather of this syndicate. They flatter their superiors while showing a vicious face to the people, shamelessly abusing public power, enforcing collective punishment, and waging full-scale repression against dissenters and their families.
What I have experienced is merely one of countless similar cases. Even more frightening is that, despite my repeated fact-based reports and complaints, the various supervisory bodies of the Chinese Communist Party have remained completely unresponsive. This can only indicate that the entire system has become completely numb in the face of abuse of power, and may even be complicit.
Today, I write this from abroad, both as an accusation against Li Xiangyu's mafia-style political practices and as a public protest against the entire system of institutional oppression. I know that in their eyes, voices like mine may seem insignificant, but history will remember everything. Even if today's China is shrouded in lies and fear, more and more people will eventually stand up and speak out.
