Reason: I was illegally arrested, detained, and persecuted for questioning the unlawful actions of the Shangqiu police. When I reported the matter, instead of investigating the perpetrators, he sought to shield them, allowing the offenders to go unpunished. This demonstrates a disregard for the safety of people's lives and constitutes negligence, which may already involve criminal conduct.

Process:
1. My complaint letter sent via courier was received on August 3, 2023.  
2. Despite multiple requests for strict punishment of the offenders, he has been no response.
